Yea, but if you don't check, you could spill their stuff, or hit them in the head if they were reaching to get something from under the seat. You share the backside of the seat with the person behind you.

Along with that, you should ask or at least check behind you before reclining. Common sense manners.

Or you can stagger elbows if you and your seatmate are both reasonable people.

You might use a laptop in a chauffeured car or a taxi though, or even just as a regular car passenger. Or on the subway, on a bus, on the train....
