How about instead of the consumer having to wait until it’s time to do their taxes to claim the credit, just give the credit straight to the manufacturer, and require they lop off that cost from the price of the vehicle? I used to think like Jordmaniac, until my wife got a MDX.. it’s functionally identical to a Honda Pilot, if you limit the function to ‘takes you from A to B’.

You’re paying more because it comes on a higher trim, the manual itself is a no cost option. And yes, at this point, most manuals are coming on higher spec models.
