What I’m saying is that autonomous systems should be implemented in a way where they yield to driver input, whether likely through a combination of software and physical brakes to stop the autonomous system. Pressing the brake and grabbing the wheel should stop the autonomous system.

The owner of the vehicle is at fault. Most state DMVs keep a record of who your insurance is. If you have the license plate number and/or VIN your insurance company can probably figure it out.
