Except Charisma is actually functionally useless in 3/New Vegas. It rarely prompts any favorable dialogue options an has no benefits otherwise beyond a negligible early boost to speech and barter. You need to max INT and just dump all your points into speech as most of the diplomacy options are speech checks.
