The problem is, we don’t live in a perfect world. Too many men do not control themselves nor behave like adults. Sexualization of girls is rampant in our culture (isn’t the most popular porn search “teen”?).

Well the most obvious answer would be that the excuse “but she dresses so provocatively, I could not help myself” would not be used to shame and discredit the girls when they report said inappropriate behavior.

The problem with the examples that you mentioned is that none of them have the sexual component that sexual harassment of girls by teachers have. They are false equivalences.
