Well the most obvious answer would be that the excuse “but she dresses so provocatively, I could not help myself” would not be used to shame and discredit the girls when they report said inappropriate behavior.

The problem with the examples that you mentioned is that none of them have the sexual component that sexual harassment of girls by teachers have. They are false equivalences.
