There are already systems like this in Latin America. I saw this in Medellin, Colombia where they have one called the Metrocable. It is an enormous success (16 million annual ridership on 5 lines). It is particularly great for cities in mountainous terrain. Locals there love it.

Perhaps you can use a fuselage shed to store your camper made from an old jet engine nacelle.
