Yes. What you describe is how it should be. (Or how the FIA thinks it should be, anyway.) From comments I gathered during FP2 yesterday (from Steve Matchett), it sounds like the FIA is being circumvented to some degree.

Actually, I think the FIA is feeling a little left out over the tire issue. It seems the most dialogue is between the teams and Pirelli.
