Well it's a lot harder to achieve a Cd of 0.189 with open wheel wells and I don't think VW particularly cared about aesthetics with this car. It was all about the mileage which necessitated the wheel covers. Look at the 1st gen Honda Insight for example.

Less drag = better mpg. Makes sence on this car, not on very many others though.
