Yes, Ultron continued to evolve. But even within that fight sequence, Cap got blasted multiple times by Ultron....only to get right back up. Then later in the same scene Ultron is BLOWING SHIT UP with his same power blasts.

Wear the runes that increase frenzy resistance. The armor that does increase frenzy resist is barely enough. Bring a lot of sedatives with you. Lastly kill or hide behind cover whatever it is that is causing the frenzy asap. You’re on a very small timer.

Frenzy is by far the worst condition in the game. Barely explained, very little that raises your resistance to it, and the items that cure it are fairly scarce. If we’re talking ranged frenzy application, I found myself just running past enemies with that, because it seems almost impossible to kill them fast enough…
