I thought he gave all robots free will and Wily was able to convince them to allow him to reprogram them because otherwise they would have been scrapped.
I may know NOTHING about Megaman lore (beyond that Dr. Light apparently didn't follow Asimov's 3 laws of robotics when designing his robots) but I always assumed his cannon arm could transform in to a normal arm, or that he has a normal arm attachment.

Hopefully. From what someone on io9 told me, lately the comics are showing SpOck as more villain then hero. He has a secret base in a prison, an army of henchmen, and has a bunch of spy bots patrolling every inch of New York. Hopefully that means it's coming to an end.
