RPM wouldn’t necessarily change in all cars. The inefficiency would be in the amount of fuel required to maintain a given RPM with differing loads.

Dealers sell cars out from under buyers all the time. It doesn’t matter if there’s a deposit “holding” it or not, if they can get more money for it from a different buyer, many dealers won’t hesitate. As long as they return any deposit, the would-be buyer doesn’t have much of a grievance.
