Not sure about the Mazda, but on Fieros from around the same time (which I am familiar with), they used two temperature sensors: One activated the fan as required, and the other ran the gauge. The A/C forces the rad fan on, as the condenser needs to be cooled regardless of engine temperature.

It would probably require a timeout before switching light state, and even then might be annoying. For a few months the roads here will be wet/slushy here, Visibility is fine, but over after a few minutes, the moisture builds up on my windshield, and I’ll activate my wipers for 10-30 seconds to wipe the window.
