Well, writing a engine that procedural generates realistic terrain, trees, bushes, paths, roads, buildings, ruins, towns and cities with realistic traffic and road patterns, missions, NPCs, etc. in high detail regarding textures and geometry isn’t something that you just throw together.

I think SquareEnix have an exclusive deal with Sony and Microsoft that they won't release the game to any other platforms than Playstation and Xbox earlier than 2-3 years after release. Pretty much the same as the deal they had regarding XIII.
