I agree, and actually this is much more convenient than being really toned as each character has different muscle definitions. And being “cartoonish” is not necessarily a bad thing because you can actually cosplay to specific art style.

My thoughts,

Looks like technology, and economy played a role in this. They use computer, which means more detail in some aspects, yet at the same time want to push out as much animation as possible, so they limit that detail in the individual characters.

I prefer the 90's designs... man, my old is showing.
