The characters created for the cartoon are owned by Sunbow Entertainment (which is why Die Fledermaus was renamed Batmanuel for the TV Show), and I would have to imagine that the characters

You're thinking of Chairface Chippendale (who I'm definitely hoping to see, now that we have the technology). The Terror just wears an executioner's hood.
