Conviction rates in the Us are incredibly high. Prosecutors tend not to take cases they can’t win. Japan takes that to an extreme so they end up not bringing  charges unless they really really believe you did it.

If I was someone powerful in Japan I’d at least have discussions about sending someone (maybe a ninja) to take care of this little mess. 

I actually do that all the time. Become a regular at a decent restaurant and just ask the staff “what’s great today” you might have your mind blown.
