The Great Ten already exist (in the current continuity) as non-knockoff Chinese superheroes, but the writer can't riff on knockoff action figures with them…

Kenan himself basically asks this by namedropping them. (My guess is that some bureaucrat decided that the Great Ten wasn't already enough.)

Based on an interview with the writer I *think* this is supposed to be the government trying to get ahead of any 'independent' superheroes (the Great Ten are still around in the New 52 continuity) springing up — think Marvel's Fifty-State Initiative during/after Civil War — much less getting any funny ideas… mind you,

Kenan actually namedrops them to mock the "Justice League of China" idea.

To be fair, this Supes is provoking this Bat in a way that even Snyder's didn't, much less Bruce and Clark, which for me is part of the fun…

Which makes Kenan's "visor" all the funnier to me… I'm not sure if it does anything except exist solely so that Kenan doesn't get that the joke's on him.
