I think they assume the Cloud in drag is a given. In Japan, it’s a common place form of humor. They don’t have any sort of abject horror from a powerful right wing government that would reject this in a game aimed at kids 13 and up. They’d just think it’s silly.
Because then they new a whole new deus ex machina to twist up the ending. They’re going to make changes that expand the game, not unravel it.
