ISC is owned by the France family. NASCAR is owned by the France family. So, no, NASCAR doesn’t own ISC, but the same people own both. So it is not impossible to believe that NASCAR would be more favorable to using a track owned by ISC over one owned by a rival?
But NASCAR will favor a track the France family owns over an SMI track every time.
