No, actually they were in the 80s too. Now that I've Googled it I do recall some girls in high school wearing them - though quite uncommon since the skin tight jeans were more desirable (especially for how they looked!) They were modified a bit later in the 80s when MC Hammer became popular.

They look like balloon pants which were sort of a thing for a short time in the 80s (also called harem pants later in the 80s when they were redesigned a bit). Personally I only recall colored corduroy and the name brand disco jeans like Jordache, Sassoon, Calvin Klein, Sergio Valente, etc.
