If the known result is that the most vulnerable members of society are disproportionally affected, does it really matter whether you call it racism or not?

The entire basis of the Southern Strategy was to implement laws that, while not explicitly about race, hurt racial minorities more than they hurt whites. I am not going to say that everyone in favor of voter ID laws is racist, but it isn't unreasonable to point out that there is a racial component to the issue.
