The biggest reason, at least in the US, is that cops are trained to be cowards.  Their training focuses on approaching every situation as if it will end in their deaths.  

They legit sued (and won) to make sure they could screen applicants...the other way around... for being “too smart”. US police is literally a military armed murder force.

I’m a white male with a squeaky clean record, and even I have had cops pull their guns on me during a traffic stop for a broken taillight. (And, I left without even a ticket... Or an apology.)
