Chaotic Good is a great way of describing Sisko.

I definitely put Picard first, with the caveat that Sisko would be the one I want in command in a war situation. Picard is the best, but he's also "too good" to get his hands really dirty. Sisko is a good man, but he'll do whatever it takes to win.

That's still my favourite episode ever of the show.
