IANAL, but it almost certainly is for monetary reasons — it’s not a slamdunk case and Philippe can, presumably, hire a high-end lawyer, so prosecutors often find these types of cases not worth pressing. That said, if she wins a civil judgment, there’s nothing stopping the prosecutors from bringing criminal charges…

To be fair, a prosecutor refusing to try a case is totally irrefutable proof that the victim is a liar. That’s how we know 95% of rape victims are lying whores!
