The NCAA doesn't enforce laws. They enforce rules. You can punish a coach for actions he knew about and covered up via NCAA violations, but not criminal charges that he had nothing to do with.
It sounds like your husband worked with a smart and proactive coach, but if he players still acted out, do you truly believe the coach would be responsible financially? Because that is what the OP is saying. Regardless of tone or actions at the top, he wants to hold the coach responsible.
By this logic, you would exclude all poor athletes from collegiate athletics because by nature of growing up poor, they will have questionable relationships.
