This doesn't raise the stakes in terms of punishment if you are a poacher. If people are poaching in places where they will die for it, increasing the value incentivizes poachers.

Eh, Geragos is a pretty good lawyer. Also, none of her cases have gone to court yet, just motions for the court to make a decision before the actual case. Those usually don't go well without proof. A jury trial will go better.
