Isn't that the whole point of "The Loved Ones"? Bodies/remains being sold to the remaining family members of the departed so they have something to bury?- As seen in the previous episode with the overturned truck and TV commercials.

My take on it is, the G.R. are providing the bodies and ashes for disappeared. Patty is an agent, fostering this.
