Most people that watch the show are a bit out of touch with whats going on and don't see much past the literalness. That's what makes it a good show and a timeless one, because the jokes like the ones in this ep still can make sense and be funny outside of the timing/social context.

In my opinion its a spoof on the GTA V release and how parents and organizations blame violence and behaviour on such graphic video games. And as usual, the kids are fine but ironically it is the parents themselves that have the issues. And got a taste of their own medicine.
