My company uses a third-party service to run our background and drug screening process, as does virtually every employer. That third party service provides the report, but the employer makes the actual go/no-go decision based on the report. At my company *I* am the one in HR that evaluates the reports and either says

Many states have laws that specify that an employer is not allowed to do a background check until *after* extending the offer of employment.

You need to find out what company the hospital uses to do their background checks, and file an appeal with them. The minute you file an appeal, all recruitment for the opening stops while they sort it out. You will also get a copy of the full background check that triggered the denial.
