i think thats actually impossible to avoid really with these types of games. its worth the effort in trying, but it seems to me like its counter productive to force each item to have equal value, rather than keep 50% of the items viable and 5-10% of them powerful enough to actually be sought after.

the term power is so incredibly relative as to make most of your point mean seemingly nothing. if you buff everything in a game to the level of the most powerful item, typically it turns that game into a completely different game.
