If you watch “Inside the NFL”, they showed the head ref telling another ref that the ball was moving, but the receiver remained in control the entire time. Ray Lewis had as good an explanation as anyone: the ball moved, but it moved because the receiver wanted it to (as opposed to an involuntary movement).
