Steam can max out download speed. However, steam does annoy me with fluctuating speeds where it goes to Max speed and then slowly goes down until the download completely stops and resumes 10 seconds later at Max speed again.

Yeah it does. I have a 200Mb connection with Virgin Media here in the UK and I just preloaded Shaodw of War at 27mb/s took about 40 minutes.

I get about 30 MB/sec on Steam, so that’s about 240Mb/s, and over wifi, so, yup!
