In California, a dealer has 10 calendar (not business) days to inform the buyer of any issues with the loan. If the dealer doesn’t notify the buyer within those 10 days, on the 11th day the dealer has to assume the terms of the loan as written.
It’s highly illegal/unethical, but those dealerships play the odds that you don’t know it’s illegal and won’t call the police.
