A lot of people live in the suburbs, or even outside Tokyo entirely, in neighbouring prefectures like Chiba, Kanagawa, Saitama. And Tokyo is fucking huge so it could be a very expensive ride.

Not sure if you've ever lived in Japan, but I have, and a night at a capsule hotel is much, much cheaper than cab fare if you live more than 20-30 minutes away. It's bonkers but true.
