I think it's because violent crime in general is heavily male weighted. So even equal stats can be suggestive.

I would assume because men are usually the victims of shooting. If they were just shooting people at random then it wouldn't be surprising, but of course most people don't do that.

If someone pees in public they must register as a sex offender. If someone beats up their partner, the police doesn't give a damn, until there's one or more dead bodies. Why not make them register somewhere, too?
