I think speaking the native language is a huge protection. If I were to visit the UK, I’d be much safer than visiting Germany, all else being equal. Even if the Uk were more dangerous, being able to ask people and fully understand their answers is a big big safety tool.

I think they specifically said Tourists. Which I would take to be someone who has a Visa or Green card or Citizenship, either natural or naturalized, of America, and is in Mexico without any of those things.
