I think black suits and vans has a better story line.

My wife and I were in New Orleans 3 days after Mardi Gras and stayed and played in the French quarter. Our balcony was over the top of Bourbon street and still had beads everywhere. We also went to a retirement party in Baton Rouge for a night then back to NO for more fun. 

So maybe I missed it (as I have been known to do) this idea is to get the people to fly less but the plane will still take off and land whether they are on it or not.
