I’m not sure what point you’re making here. A desperation defensive strategy that worked against one specific offense one week didn’t work against a completely different and much more potent offense? Duh.
Ya, it’s a gamble on a preferred strategy. They are daring you to run... but only in this one way. If you can manage to run successfully in this other way, then the defense is totally screwed and they’ll be forced to abandon the 7 DB thing. Which would then open up the first kind of running again. And so on.
In this case the Chargers were hoping that adding speed on the field by putting extra DBs on the field could help them corral Jackson’s speed. Basically they gambled by having a few big bodies try to jam the middle to prevent power running by the Ravens, and then have everyone else rally to the ball.

They have sports teams to promote athletic activity, the type the military officers might need to be good at. Very very very few academy graduates are potential pro athletes, and even fewer are potential NFL players. This isn’t really a big issue.
