My guess is that the engine stalled, and the tried moving forward using the starter. With a running engine there would have been no reason to just back all the way onto safe ground.

For most of us race is a factor in any interaction, intentionally or not. Counts for police oficers too, seeing that they’re human too. Most cops behave professionally and impartially, but all things equal, being white alone gives you a better chance of not getting pulled over in the first place.
