LA will have at least 2 brand-new venues (for 2024) that are already under construction (they’ll be a few years old for 2028) or late-stage planning. LA also has historical venues (that have hosted previous olympic games) that will likely see refurbishment in the meantime, whether or not the games come to LA, and when.
The US is basically purpose-built for the Olympics if we stopped this whole build all new things program whenever a city hosts. We have tons of stadiums and arenas as well as hotels and other places for housing. Just use what we have and it would work out great. Plus wouldn’t the Olympics be more interesting if events…

Everything I have read says the LA bid is predicated on using existing venues. In 1984, LA was the first venue to turn a profit for a summer Olympics since 1932.
Not sure about Paris, but LA might be one of the few cities that can do his without going bankrupt.
We don’t know what the contract actually says, just the synopsis which may or may not be complete. There’s a more-than-even chance that there is a “Team does not guarantee specific Ticket Holder Perks” clause which makes these changes Crappy But Not Actually A Breach Of Contract.
