Yes, but you still need an immediate relative to sponsor you, you can’t have the permanent bar, etc. The majority of people with TPS don’t have a path to permanent residency available to them

There actually is a fee waiver available for the I-90. Just fill out the I-912 and send proof of income or receiving means tested benefits (just FYI since it sounds like you work with this stuff too!)
