We called to follow up a few says after they took the car. They said it had been reported as stolen, so at least it was at least returned to the owner (or at least they said they were trying).

If you can (which I know isn’t always possible), move to a state that has restored voting rights for people with felonies who have served their time. Although, I think only a handful have done this.
Maybe a limit on quantity sold at a single purchase like many laws do for over the counter medications. It may not fully stop people, but at least it would force them to take a really long time to get what they were looking for and maybe give more time for strange/alarming behavior to be reported and acted on.
