Not exactly. Servers are placed in the Netherlands and Australia as well. Europe’s servers seem the most active. However, i am in america and i connect to aussie and european servers all the time with no lag whatsoever.

You lose nothing in practice. It is completely risk free to join practices, leagues or hosted sessions. iracing also offers several series now where the races are also risk free. You don’t lose any ratings but you don’t gain any either.
