You can't call something Japanese "Japanese-y." Full stop. I'd argue you shouldn't even refer to a fashion trend as "Japanese" — there's always a more descriptive adjective. It's not as though middle-aged Japanese men are walking around with those nails!

I think the word "cultural appropriation" is a bit of an oversimplification. There are people who believe someone depicting a culture that isn't their own, whether through music or literature (or in your case manga), is "cultural appropriation". I vehemently disagree with this, as do most reasonable people.
