It’s a whole lot harder to stop or change the course of a tanker or freighter than a destroyer, so the logic is the same.

There’s nothing in the IMO’s collision regulations that could be interpreted as military vessels  being exempt from having to practice proper seamanship. Furthermore, merchant vessels have schedules to keep, and late penalties to incur... not to mention maneuvering a fully laden container ship takes bit more time than

The big issue is that the naval vessel is 10x more maneuverable than the merchant vessel. You can tell a vessel to stop all you want, you can’t change physics.

That’s a good point, but to my—admittedly limited—understanding, that wasn’t a driving factor for the three countries in question. Indeed, I’d think that both Ukraine and Kazakhstan would have been able to maintain the weapons themselves, and probably the delivery systems, too.
