I can’t even imagine what the benefits are. In mountain biking it keeps the brakes up out of the dirt and mud, but that’s not an issue in road racing.

I have never worked directly with OSHA, but my experience with other federal regulatory agencies is that they would love to do things systematically, bit lack the funds and manpower to do so. They have to prioritize smoking guns (ex employee complaints in this case) because that’s the most bang for their limited buck.
