Its the same reason Superman was a weak character the first season of the animated Justice League……..because like Barry said she and her cousin are stronger than all the other hero's combined.
Her going full force almost makes everyone else pointless.
Like each has one great power at best….and she has ALL of those…

"See you later, Dominator." was one of the best, supremely cheesy, groan worthy lines from a supporting character - perfectly fitting the quasi-Ted Kord/Ray Palmer character in this excellent episode.
