They are, but you need to change the way each pulls information from the database when you change the underlying data model. At minimum you are rewriting a function in each database client.
If it waa just one service, No not hard. But its not one service. Its every game that fetches info from psn, the stores, the psn rewards program, the sony website and all its daughters, ps3, ps4, vita os and who knows what else. Any change has to be synchronous across those platforms.
