OK, based on your comments, I'm going to assume your first language isn't English, so you might be missing some of the nuances of Carrie's writing. Saying that Marcel is trying to reclaim "his city" is saying that MARCEL sees it as "his" city (which it WAS when the show began with him as "King" of New Orleans).

Sometimes people on this show say things they don't exactly mean, so I don't think Klaus's motives are as obvious as you think they are. Look at the comments here for more evidence of how confusing and unclear this show can be sometimes.
I think Genevieve planted the dreamcatcher there, though how Marcel would know that is beyond me. And I don't see why he would really want her/Klaus to know about him and Cami, but it did kind of make me sad that he seemed to plan that in advance.

If you're on Ep 15 of Arrow, I will say that I think it picks up around Ep 18, maybe? For sure the last three episodes of the season through like the first 10 of this season are an incredibly solid run.
