it's a thing in the whole world, maybe more in big cities of (what we used to call) third world countries. I live in Rio de Janeiro and for six months I worked in the same city but two hours away from home (by bus, I should say). which amounts to 4 hours of traffic a day! 40 minutes it's closely to nothing for me.
